mutt patch: pgp-timeout

**pgp-timeout modifies the pgp_timeout variable so it can contain larger values**

This patch adds support for type long mutt variables and also gives pgp_timeout that type. This will enable you to set longer timeout periods.

This patch is available for these mutt versions:
1.5.6; 1.5.5; 1.5.4; 1.5.3
